It was a long weekend in the US. People were expected to be out and about on the first long weekend of the summer, rather than using the internet. Major server upgrades/whatever are scheduled for when traffic is expected to be low. The toolbar PR was down for a few days while work was being done, nothing terribly out of the ordinary. This non-event resulted in a forty page thread at WW.
Think what you like of G, (I consider it a monster, myself), it's not really incumbent on them to issue a major press release every time they do some work on a part of their gazillions of boxes. If people want to jump to wild conclusions when it happens, that's not G's responsibility.
