PR0 penalty no longer matters?

Perhaps other members might like to share their experiences. I have found since the latest update that in my area pagerank matters little, if at all.

Pages with a pagerank 1 can top SERPS with 2.3 million results. Zero's are right up there too.

In this light, I guess a PR0 penalty doesn't make much difference?

Is Google punishing link popularity checking sites? I've found a number of sites with PR5+ rankings prior to this months update, and are now rated at PR0, or in some cases the ominous grey bar. The main connection I can see between them is that they all offer link popularity checking services, or in some way contravene Google's T&Cs. <snip> software, for example, uses Google to find "related sites" with which you are meant to build link directories. Is Google actively going after those who are trying to artificially create link popularity?

Has anyone else noticed this on other SEO sites, or link popularity checkers, and do they think it is Google actively going after these sites, or is this simply a side effect of a new algorithm?

No I do not think so, there are so many sites right now with PR0 even [dir.google.com...] is PR0
