Question: Our sites page titles and descriptions where heavily lifted by scrapper sites ( meaning we ranked #1 for some one & two word keyword phrases and they copied our content for their sites "directory") Do you think Google just puts in a filter that says, "any site with this title gets blasted"

I haven't posted in an update thread since Florida. I haven't analyzed this one too heavily, but it seems similar. Once again, after doing well for years, with Bourbon, things are now tanking, like when Florida hit. Not even ranking for the company name.
I find myself in a similar situation. This is the first time in 3 years that we've lost positions - a quoted search for our company name returns us on page 3. I really hope this doesn't stick.
Talking about Florida update, I found this thread including interesting posts from GG. Maybe Bourbon is the little brother of Florida :)

You mean, as in hijacked? I don't believe so.
I Googled one guy's name and he appears to have been doing this at least since 2002. Looks like he's got his sig on 300+ sites. I also noticed he hacked a high school in New York. Probably his... Punks like that make mistakes.
On another note: PR UPDATE!
Now this is odd. The seo PR tools do not show it, but if I click to my site via a MSN search, I show a jump in PR on one of my sites from PR5 to PR7. This site has never been anything but a PR5 but got a PR9 slashdot link this week.
Both our traffic and our positions in the SERPs look eerily similar to what they were just before the last PR update. I suspect that PR has either been rolled back or not yet factored into this update.
Directory PR has changed recently. The foolbar PR seems to lag behind directory changes by a couple of updates.
But have you heard of any cases that Google demotes sites that use pop-unders excessively?
If via java, you have nothing to worry about.
Tribal Fusion runs pop-unders via Javascript. That's not the same as Java though.
I also use some iframes for legit purpose. Is Google after legit use of iframes? I don't know.
1 site has completely gone though its fate was questionable after Florida, how ever i'm watching another Authority site #1 for everything targetted (clean as a whistle) just get completely wipped out. Bad NEWS.

An interesting observation, to me, and for those of you who do not rank in Google anymore. Try putting in ridiculously weird keyphrase combinations. Use like 5 or 6 keyphrases that you know no one else should rank for. When I do this, I am not on top! There are a few sites that are above me, and I am under many crap sites that dont even specialize in what I do. For example, I specialize in x. So I put in 1 or 2 keyphrases that I specialize in plus my name, a cryptic keyphrase, and maybe my company name. Some site that is crap (no backlinks, site not even about the keyphrase..etc) ranks above me! This has to be some kind of ridiculous penalty...anyone else who got hit hard, experience this? This makes no sense, I am a musician and piano composer, and I know so much about music, recording, midi, composition, and the composers, and some stupid site ranks above my speciality...the site cannot compare to my site regarding that keyphrase. I understand competition, and I am not saying that just because I like music, I should rank well...but considering my experiment, I should outrank that site, and I do not.
Heres a laugh. Get this, my favorite composer is Chopin (cant you tell) ...I spent alot of time writing a really good biography, all from my head...dedicated to Chopin. SEO is all white hat. I have a link in DMOZ and MusicMoz about Chopin. I have plenty of good relevant backlinks as well. My site is extremely music themed, and its obvious that I honor Chopin much throughout my site. My site was out of the sandbox, and I DID rank number one for this not so competitive keyphrase. You can safely say that I know everything about this composer. Do I rank for his name? I tried putting in his name, with many other cryptic keyphrases, and I rank number 10. Many other sites are ahead of me, and I know this shouldn't be the case. No one knows Chopin more than myself. Not even amazon :( This is weird, and while some webmasters are doing well, I still think theres alot of unjustified site rankings, at least as of now.
