PPC Management Software/Tools?

I'm looking for a tool that manages PPC across multiple search engines and interfaces (creates permutations of keywords, interacts with multiple PPC search engines simultaneously, etc).

Does anyone have experience with any good tools or software? My goal is to have a tool that can manage millions of keywords over many PPC search engines and interfaces.

This list of Overture approved tools would be a good place to start looking... sounds like youre going to need one of the highter end hosted solutions..

In all my time with Overture, I didn't know they had an "approved list" of tools. I'm searching the Overture web-site.... where can the list be found?
