Geo Targetting .. at country level

I really need Google and Overture alternatives.. I talked to Enhance, FindWhat, Kanoodle.. but none of these guys provide Geo Targetting to US.

I don't want to pay for clicks from non us visitors, because I know they would not buy my product.

Is it so difficult to add geo targetting? IP databases are available for few bucks?

Is it some patent stuff that legally prohibits these PPC engines to add geo targetting or they just don't want to do that?
