What to do with Default ADS?

Is there any way to tackle with Default ads, I have tried many companies but almost all of them have fill rate of 30 to 40% and about 50%+ impressions of my sites are wasted.

I want to know if there anyway that i implement so let say if i have three companies A,B,C

If company A have default ad it jumps to B, if B have PSa ads it jumps to C and so on.

If there is no way to do like this than u please let me know the PPC Companies Offerings Backup Tags?

I haven't encountered such affiliates.
A TDS (traffic disposition system) might help, but you'd have to monitor the traffic flow and then manually switch it (though depends on the tds, you might be able to find a very good one, or pay someone to write the script).

You could try something like OpenX. This offers you the option of serving ads from many different vendors, although I am not sure if it completely fits your requirements.
