new click fraud study: 10-15% of clicks are "pathological"

According to Fair Isaac, a company specializing in fraud detection, 10-15% of ad clicks are "pathological", meaning that they indicate a likelihood of click fraud.
I have always assumed the fraud rate to be 15-20%. Surely the reason why my conversions tend to be 15-20% higher on the same exact search terms in the unpaid results. That and the average visitor lenght is nearly twice as long for unpaid results.
