Confused with Automated Day part rules.

Hello, I'm new to this forum and have a question hopefully someone can help me with.

I'm confused with what the difference is where automated day part optimisation might have against a rules based system where day part rules are set at the start of the campaign.

Can someone please explain to me the above just to make it simple?
