PPC Nirvana?

Is there any PPC program that:

1.) Allows blocking by keyword? For example, the word "ringtones" blocks any advertiser whose page also contains ringtone?

2.) Allows unlimited blocking, instead of 200 URLs?

Anything like this exist?

I assume you want to do this with ads like adsense or yahoo. There is no external way to do this since the ads are served up with Javascript. You have no real site side control as to what is displayed.
