Localized PPC

which keywords to use?

So, I'm starting my first PPC account that targets a particular region.

We have two lists of keywords- one for national (ex. widgets), and one for just Texas (we have different cities included in the keyword list, ex: Dallas widgets, Austin widgets)

here's my question: what's the best way to do this?

a)make my campaign targeted for these cities in texas, and take out the city name in the search term,

b)make it national and include the city name in the search term

c)make it local and include the city name in the search term

d)make two local campaigns, one with the city names and one without?

I know that localized searches get preference when searched for, and I know if I decide to do a local campaign, it will cancel out my national campaign if someone in Dallas were to search for "widgets"

I would run two campaigns at the same time. One based on "A" and one based on "B". Your definitely going to have a lot of overlap, but only one version will be shown for any given search.
