PayPerClickSearchEngines except US/EU

Do you know PayPerClickSearchEngines except US/EU
I'm interested in:
a) advertising my site
b) put searchengine in my site

I have sites in Polish and I want to advertise my sites in that searchengine and I want to earn money on other my sites as well.

And I have a question about PayPal - if I live in Poland can I sign up to affiliate programs, where PayPal is needed. Even if my site was in English?
