PPC Competition from an Unexpected Source?

Tonight I was reading an online article on one of the Chicago Tribune's 3 sites. I kept noticing ads that looked like AdSense, investigated further and found the Tribune has started up their own in-house PPC program.

With a number of newspapers, radio stations television stations, etc. in the U.S. being owned by large companies, I wonder if this will develop into a trend of small independent programs?

The ads are served by Adsonar, so I am assuming it is a program similar to the Adsense "advertise on this site" program.

Based on what I'm reading in the FAQ, it seems it's different from AdSense's "Advertise on this Site" program because if you sign up, your ads will only run on the three sites operated by the Tribune company.

That's the way AdSense should work in my opinion - if someone clicks on a "Advertise on this Site" link on my site, they should be signing up to advertise on my site - not some huge network and maybe on my site if all the stars align just right.

It also looks like they are going to review each ad submission - which I assume will help to prevent "MFA" type ads.
