ISAPI rewrite vs 301 redirect

Hello,
I'm in this crazy dilemma where our new application for our store is ready to go live but feel we might loose out on our old URLs rankings. We did a test with our secondary site by making all old urls to 301 redirect to the new ones. We definitely lost rankings on G with this approach.

The other approach would be to create a rewrite engine that would mask the new urls with the old as to keep our rankings. The tricky thing is we are already using a url rewrite with the new application.

Has anyone implemented a rewrite to save your old urls from diminishing from the tops of Google/Yahoo?

I havent done this, however be careful for duplicate content.

I think ISAPI rewrite is the best one to make urls rewrite.
You can browse "www.isapirewrite.com" to down a test of ISAPI rewrite.
