E-mail problem

Can you help me? When I start Microsoft Outlook 2003, it doesnt perform send/receive on startup. Where can I set this?
PS
In Tools/Options/Mail Setup/Send immediately when connected is checked
and in
Tools/Options/Mail Setup/Send-Receive/Include this group in send/receive is checked both for online and offline
