A great source of new keywords are the engines themselves.

We've started advertising campaigns with several engines and contacted their reps directly. We'll send them broad keywords, and they return a proposal with more keywords. Usually the report will include average impressions.

This is a great way to broaden your keyword base.

yes, that is a normal step in my list build for paid programs. several of the engine give access to their tools as well to do it yourself.
