Are you familier with themes? Learning about them might help solve your problem. Ideally, you want to spread your KW phrases out among all the pages of your site. And in turn, these pages all support the main theme (or KW phrase) of your site.

Thanks for replying. I did look at the themes pyramid and I think I understand it fairly well. This microsite I am building is based on a PPC campaign's successful and very specific keywords and my desire to generate organic traffic for those specific key words. The problem I am having is that all of the different keywords refer to the same exact thing. There are about 10 combinations of very similar generic keywords. For example, ____person, ____woman, ____man, _____employee, ____executive, ____officer, ____director, _____owner, etc. I want to rank on these keyword phrase combinations but I do not want the navigation or content to be overly redundant nor for the search engines to consider them spam. Am I missign something?
Have you considered using anchor text from in your content? You can then exclude some phrases from your menu because the SE spiders, and human readers will follow the links. In fact, if you use the anchor text properly, your calling page might rank slightly higher in the SE's.
