What should be placed higher in the html (using css of course) for SEO...... my links with my keywords in the link title OR my keyword rich content?

I try to make the first thing to display an <h1> which reflects the content of the page (and is also the search phrase I am aiming for with that page).

I hear everywhere to make your css to where you can put your content as the first part of the page, and then put your navigation as the bottom of the html. I haven't switched them around to see how it affects the SERPs - just what I hear.

i've got my links at the bottom and my content right at the top and i'm doing fine.
i've heard some debate about spiders having trouble seeing the links if they're at the bottom of the page, but that hasn't been my experience, no trouble getting the links spidered at all.
