I am using a program that finds keywords related to one particular keyword. (I get the impression by reading these threads that using real-world examples is generally not done, but in this case I cannot think of any analogy.)

The program I'm using has determined that the best keyword for maps pertaining to Europe is "map of europe," not "europe maps." For other geographic areas, it's just the opposite: i.e. "south america maps," not "map of south america." My question is how do I determine which form to use. Using Overture's Search Term Suggestion Tool and entering all possible forms of a keyword returns identical results for each keyword. Would Wordtracker help?

I know it's ideal to target all possible forms of a keyword and all related keywords, but I can't figure out how to make a page for each keyword without creating duplicate content and make my site layout make sense for humans.
