layer over 2 frames

want to create a javascript layer that is visible on 2 frames

As far as I know, no.

A frame is much like a separate window and layers can only appear within its windows boundaries. You can script to control a layer in a frame from another frame which might partially solve your problem.

A few weeks back we wrestled with a version of this question. Joshie76 expressed the consensus opinion - frames are like separate windows, and you can't straddle two frame with one object.
