which map api can show multiple locations etc?

Does anyone have experience with map api's?

Which map api can do this?
1. Show all nearby structures within x kilometers
2. When you hover over the structure it has more info
3. When you have multiple locations at a mall for instance, there is a way to show this somehow.
(how do you do this by the way)
4. Which is the best api and is it free (the only part of the website that you must pay for is to advertise those nearby structures). So it is free for all to use and search.
5. If not free I do have a budget I could use... but rather not

If it exists it would be pretty neat. Here in the UK, even postcode software is expensive. (although there are some slightly out of date sources available, suitable for demonstrating prototype applications).

If you want something free and are prepared to do some research you may want to take a look at This article [xml.com]

Don't know if Google maps or yahoo maps go down to the resolution you want though.

I actually don't need more resolution then Google provides, just a way to show those location markers that don't overlap if at same location (like a shopping mall with many stores).

Driving directions would be nice.
I wonder if I have to buy the mapquest api...
