Dropdown Menu/ Link Box - Help!

Hi,

I am trying to create a simply drop down menu for navigation. Ie you select the page from the drop down menu and press go to go to that page.

However I realised that it can't be used if the computer doesnt support javascript... mine doesn't.

Is there anyway to make a dropdown menu box with simple html without using javascript/cgi/php?
