Creating drag re-order list in javascript

Hi,

can some one here explain me what is the fundamental behind javascript drag re-order list which can be dynamically arranged and saved. Mostly seen in Drupal admin panel. I Goggled few keywords and found very intimidating tutorials which were for some scientist or code breaker.
