iphone web app without Internet

I wonder whether it's possible to run an iPhone web app when not connecting to Internet? I need to make a survey application which will "download" latest survey from the server and user later can fill it up even when not connected and can "Send to Server" when iPhone is online.

It's possible, but not with javascript. Try Adobe Air/Flex.
