Have you tried a Google search [google.com]? This will get you started. I use notepad++ but I'm not sure if is good for javascript as I mostly write php and html.

The best debugger that comes with other software is the Javascript Console in FireFox. :-) Well maybe not best, it can't step through and mark stop points.

Lowest end editor, Notepad, works for Javascript, Perl, HTML, you name it.

My favorite editor is still Macromedia Homesite. It does have the ability to step through and set stop points, but I think it's only for Cold Fusion.

Color-coded matching pairs, quick keys, internal validator, can save as Unix format, the features are endless and I use it for everything. Including Javascript. :-)
