I'm trying to make a form that you can have documents in but when ever i try with just the mailto:name@example.com it never lets me receive anyhting. So I want to redierct a page so that the information and documents on the form can all be sent to me.

I really don't understand your question. It seems you want a form that will email information that the visitor enters, but the page redirect part I don't understand.

You need a form mail script to handle forms, as it requires action from the server to collect the visitors inputs and place them into an email.

There's a way to do it without a form processor, but it's considered insecure, and IE will throw a message.

Get a free mail script form handler. They're available all over the place. formmail is the most popular.
