Arabic characters and IE

Can't seem to find a solution to this...

I have pages being served in English and embedded in them are some Unicode characters such as & #x02BF;. In Netscape 7 or Firefox 0.8 the characters are fine, but Explorer 6 just displays an empty square character. I've also tried using the decimal version, & #703;.

I've already tried adding Arabic to my Regional Options and to the Language Options in IE without success.

The only thing close to a fix I've found is to change the font in IE, but Firefox and Netscape work without doing that, I'd like to get IE to do the same.

Anyone have ideas?

Did you install the Arabic Language Support download from WindowsUpdate?

Not through Windows Update (I can't seem to find an install there, only instructions on how to change the language of the site to Arabic). But, when I added Arabic to the Regional Options under my Contro Panel I was prompted for my Windows 2000 install CD to complete the process.

Is there something else I need from Windows Update?

It does sound like making the change to the Regional Options took care of this, but I'm not sure. On one of my machines IE isn't even in the Add/Remove Programs screen. On another, it's there, but I can't add a component.
