affiliate banners

I have signed up with an affiliate who sent me the code to put on my site:

<A HREF="http://refer.example.com/cgi-bin/clicks.cgi?affiliate-IDs">
<IMG SRC="http://YOUR_DOMAIN.COM/IMAGE.FILE" BORDER=0>
</A>

My question is, if I copy and save the banner, can't I just hyperlink the banner to :

[refer.example.com...]

Am I missing something if I leave out the rest of the code?

thats what I do, I never use the code affiliates send out far too much rubbish on it
