I've read that some SE might see a very quick meta refresh(1-3 sec.) as spammy - what is acceptable use? I can't see a way of going without a meta refresh, but it would defeat the purpose if I was penalized.
Any suggestions?

Well the aceptable use depends in the reason why you use it, but if you really need it, you can try with a simple JavaScript function that act as a counter and loads tne next page in 3 (or 1 or 2) seconds.
Of course the function have to be activated with an onload in the body
