IE Opens two windows when viewing html pages offline

Just recently when I open a page offline two identical windows appear, this is becoming extremely annoying. Any help in resolving this matter greatly appreciated.

Can't say I've ever run into this - but I stay as far away as I can from IE as possible, given that my sites must work in IE.

Do both windows show the exact same URL?
