ASP is server-side: Browsers and other UA's wont' even know it's there ;)

say i develop a site in an editor such as dw, or i develop a site strictly in notepad using asp is one better than the other or the simpler the better

For static pages - pure HTML means less server load. There's no reason why you should use ASP for plain HTML pages.

For dynamic pages - use ASP/PHP/Perl...
