HTML Nav menu / Submenus?

I Am redesigning my site.. And I would like to know if there is a way to do sub menus in Html so I don't have to have a javascript menu I currently have.

What exactly do you mean by "sub menus"?
You can use lists or dropdowns...

You can't have anything animated without some form of dhtml or javascript. I have submenus on my site that use both.

You can use a frameset and just make seperate pages showing each submenu, but thats quite a long way round.

You can with CSS, if you mean drop-down or pop-out menus.
