How to get text at the very top of page

Table tags uses to drag down text...

Descriptive text at top of page benefits the postioning.
But some tags like meta, head, html, and table tags makes text be on line 32 or still far away of top of page.
So would you mind to share your techniques for getting text at top of your code?
