I don't think there is a magic number, but the higher the better. Its pretty easy to get most pages over 25%. Making your css and javascripts external will help a lot.
Also try writing validating html using a strict doctype (i.e. HTML4 Strict or XHTML1.0 Strict) - that will soon trim the fat!
