Do they show up in Frontpage at all? I don't know, 'cause I don't use Frontpage ..
No matter if they do or not .. that's not their intended usage. They show up in IE's bookmarks .. if you upload the icon to your domain root directory.
DrDoc is right. They're for IE bookmarks, and now Mozilla and Netscape 7 as well if I'm not mistaken.
favicon.ico should be added to the root directory of your web in FP. It should then work properly if you have your own domain.
