seamless browser forwarding

I'm familiar with META HTTP-EQUIV=REFRESH CONTENT=0 to create forwarding -

But I was told there is a common feature in the HTTP protocol that tells the web browser the location of a document on the web which makes the browser seamlessly redirect the user to the actual site.

I believe a certain 'url link shortening' 'url hiding' site uses this function in their forwarding system.

Does anyone know what this function is?
