I've been thinking of creating a royalty free images website like istockphoto.com but with no costs involved to the end user whatsoever. It will have everything that Istockphoto has and more but except payment.
Will users upload their photographs and creations for webmasters to use? What could I give to the regular uploaders for a incentive to upload more?
I have brought a very good domain and been brainstorming for a while now about it. What do you all think.
Any ideas will be of great help

2 things come to mind:
1, How will you know the images are royalty free (or even check they belong to the uploader)?
2, And WHY on Earth would you want to do this?

I will do this how IStockPhoto does it by heavily checking the net. Or request for him/her to create a duplicate photo with something in the photo that says the site name ( summat like that )
When userbase increases I will create moderators will be able to check also

I have found that is nearly impossible to find high quality images on the internet that is royalty free that dosn't cost an absolute fortune. And I need a challenge.

but apart from the challenge, it seems like a very time consuming job if there is NO revenue at the end.

Where is the money going to come from to run it? Photos will use a lot of bandwidth.
I run 2 free (affiliate and ad free as well) advice sites and it is rewarding.
If you need any advice then sticky me - i think more people should take the time to contribute what the can to the web.
It makes no difference if its not for profit - in fact in more cases it can indicate a higher quality.

Bandwidth will definitely become an issue. It would be very helpful if you could find a medium-sized web host as sponsor in return for text ads and the like. Just ask around on web hosting forums, chances aren't bad you will find someone.
Also be sure you have a good database and scripts, you can't do everything manually.

PS: Profit is not everything. Some of us are happy enough with a challenge and learning experience, a bit of recognition and the feeling of having contributed to the web.
And who knows, maybe later on there might be possibilites to make a profit with premium services and the like.
Neither Google nor services like Blogger or even the WWW itself were developed as Get-rich-quick schemes for their founders, and certainly everyone can agree that that was a Good Thing.
You will need a ratio-based system
There comes the problem. I havn't got an idea how to code this I've got the base system for everything else but I don't know how to do this.

I decided what to do with this and it is to develop. I've currently got all the base code up and running even with exif support and also the proposed layout.
I would like to thank everyone who encouranged me to do so because I am really enjoying the challenge of very difficult coding and design.
I don't mind that I will get no revenue even after many weeks of coding and months and years running it. I don't know what I'd do without the internet. The net is full of great people but some corporate types always want to make a buck. This will be my gift back to the internet and especially the webmasters who make it what it is today.
You never know one day I will be challenged the likes of Getty and Istock.
