How To Enable Visitor Feedback on an HTML Website?

Thumbs Up or Thumbs Down or Point Wise Rating

I have a purely HTML based website with many hundreds of articles. Now I want to enable visitors to the website to give their review / feedback on the articles they like / dislike through a point rating system or a thumbs up and thumbs down. How is this possible? Are there any easy tools that can be implemented into the HTML pages with compromising on the loading speed?

Thumbs up and down would be fairly easy to do... but user comments will take a lot more work.

You'll need PHP (or other) scripting and mySQL (or other) database functionality for both.

I think you know the answer and your subconscious mind wrote
