Can't remember what is is called - linear html?

Hi,

I am having a brain lapse and am hoping you might be able to help.

What is the term for ordering your unstyled HTML in order of importance - e.g. content at top, navigation at the bottom - and then moving page elements around with css?

I just can't remember it - which makes searching for info about it a bit difficult.

And please don't say "semantic markup" :) That exceptionally poor terminology makes my blood boil. (And I belive that term refers more to valid XHTML and/ or microformats)
