IE won't refresh page

I'm using an IIS/IE7 setup. IE is set up download a new version of the page on every visit.

Occasionally, it gets stuck and won't refresh my scripts, I can stick an extra alert in and it won't pick it up until it's left for a few minutes then refreshed.

Is this a setting on the server somewhere or is it an IE bug?

Use ctrl f5 to get a fresh reload.

I tried that, still no joy. I think the server has cached the page, there must be a setting somewhere to tell it not to cache pages at all (for my dev site that is!).
