Are you talking about the way the site looks to the eye? I'd think the best thing you could do is start surfing and notice the differences that you see. One difference that I notice is that Chinese domains use a lot of red - large areas of red. I believe red is considered good luck in China.

But European and US sites almost never use large areas of red. First, in those countries red means "stop" or "danger". Then there's also the problem that the look of red varies quite a bit between different monitors. So European and US sites usually save red for small accent areas and not large color blocks.

The biggest difference I see between websites designed in East Asia and those designed in Europe is use of whitespace.

East Asian sites tend to be packed with information boxes - to the point where almost the entire screen is covered.

European sites tend to separate design elements using a lot of whitespace. On both European and North American "web 2.0 style" sites, the liberal use of white background is pretty much a signature of the style.

Also, I've noticed that fonts are smaller on average on East Asian sites than they are on European sites.

I'm not a graphic designer but that is how things appear to my eye, at present.
