Is this considered friendly? I am not familiar with this exact format.. more used to URL's that end in .php or .htm

The only time SE's might have a problem is with dynamic url's, that contain a question mark. But usually, they have no problem with those, either.
Some people think that having words in the url helps your rankings. The theory is that:
http://example.com/forum/css-formatting-question
is better than
http://example.com/forum/thread.php?article=13238
I'll let others debate whether that really matters.
