Some sites are displayed only by Netscape, other only by IExplorer

Some sites are displayed only by Netscape, other only by IExplorer. Do you know what are common the reasons for that?

it's because people don't check their designs in both browsers before publishing them to the web.

Also, people don't run their code through an HTML validator which will catch many mistakes which make cross-browser compatibility difficult.
