Hi,
Is there a program that lets you browse your html pages offline and highlight or edit text without using an html editor?

Dude, think about the wording of your question...
It sounds like your Asking For an HTML editor which isn't an HTML editor...
If it edits HTML code it's an HTML editor. You need to reword your question.

Any program that opens text files, or text-format files can be used to edit HTML files, such as notepad, and are used by many developers as their HTML editor.

Also strange question when you say offline... any editor in existance other than ones you have to open from your web browser can view files that are not uploaded to The internet (offline).

You're really asking an extremely strange/stupid question, perhaps I don't understand it.

It sounds like your Asking For an HTML editor which isn't an HTML editor...

Or maybe a WYSIWYG HTML editor, with a strong emphasis on the WYSIWYG!? And perhaps has a built in browser? Yes, the HTML side of things will still be there in the background somewhere, but it could be well hidden?

In IE you have the option to edit a page in an editor of your choice (button on the toolbar). And there's probably an extension for Firefox that can do this too.

So, maybe a basic WYSIWYG editor is what's required?
