It appears that IE7 is breaking some dsl modems. Or rather, the modem software is not recognizing IE7 or some component of IE7.
Modems known to be affected are Zyxel, have seen reports of others but don't recall brands.
The work around for now seems to be to set up a PPOE connection instead of relying on the modem software to make the connection.

This doesn't sound like a fault in IE7 directly, but rather in changes to the OS that accompanies it. I'm guessing, but it would probably affect Firefox, etc. too (if installed).

Don't think it is IE7 directly, but one of the updates that came out at the same time. Something messing up the PPOE firmware in some modems.
