Change background image before and after cell

Need to create a menu system that changes cell backgrounds

I am trying to create a menu system that does a roll-over when you hover over the main cell. This would be easy but the site design calls for a graphic that has to be chopped into 3 pieces. I have to create something that allows border images to appear next to the cell with the text for the menu. (not sure if I am being clear on this ... it is a monday after all).

Anyway. I have had a lot of challenge getting this to work and hints?

On first read, that sounds like someone asked you to do a museum quality oil painting but on tissue paper instead of canvas.

What image "must be" chopped into 3 pieces, the link itself, the rollover state or both?
