special characters appearing in html pages

Iam facing a stange problem. When i upload a static html pages to my server, when i browse them some speical characters start appearing in those html pages, where as offline preview of the same does not show any special characters.

I want to get rid of those special characters,

Which character set do specify in the head section of your document and post the part of your HTML source where those characters appear.

Can you clarify whether you are facing this problem with a particular browser such as Firefox or IE; or is the problem in general with all the browsers?
