How do you change the "Scroll Bars" to different colors?
I included a sample site of what I'm referring to....

Look at the scroll bars on this website www.finebaum.com they're not the standard color...

That is something called CSS, or a feature of it. Search on Google or view their sourcecode, try to copy and paste it into your site and watch the colors change.
Do a site search here at Webmaster World for colored scrollbars and then for css scrollbars - you will find all the info you need as well as the pros and cons involved.
