How do I reduce/increase the width of the scrollbar?

I thought the scrollbar was more-or-less hardwired client side? I've seen sites with coloured scroll bars, and see this thread [webmasterworld.com] and another one that contains a relevant link here [webmasterworld.com]

Thanks for the info Troll. I know how to change the color of scrollbar. I was just looking for a way to reduce the width of it.
