Browser Problem

I used html but when I view it on IE browser the result dont appear.

I'm new to web design.I used html in writing my webpage but the problem is when I view it on browser the result was not the way I wanted.For example,I set my bg color to red and when I view it nothing happen to my screen.I dont know where and what seems to be the problem.Any help,please!Thanks!
