Hide/Unhide Frame

I came across this hide/unhide feature on Microsofts site and I was wondering if anyone knew how to do it.

It's the frame on the left that contains an 'x' to close the frame and then a link to open it again. The source on that page is confusing me. Does anyone know how to easily do that?
